Instructions
Place the sliced onions in a bowl and set aside.
In a separate medium bowl, whisk together the flour, baking powder, salt, and pepper.
In another small bowl, whisk the egg, milk, and water until combined.
Pour the wet ingredients into the dry ingredients and mix until just combined. Do not overmix; a few lumps are fine.
Gently fold the sliced onions into the batter until they are coated.
